PRESENTATION - TECHNICAL INFORMATION - 2023 28 REGULATIONS DECREES /ORDERS Scaffolding is work equipment, made up of elements assembled on a temporary basis that form elevated work stations and allow access to them and the conveyance of the products and materials needed to carry out works (See art.1 of the Order dated 21 December 2004). Current French regulations for scaffolding cover three basic aspects: all those intervening must have received training, each scaffold must be assembled according to a drawing and calculation note for all creations, and the responsibility of the chief executive of the company using the scaffold. The regulatory framework is defined by a decree, an order and a circular from the ministry of labour and a recommendation by the CNAMTS. In particular: •THE DECREE OF 1 SEPTEMBER 2004 AND THE CIRCULAR OF 27 JUNE 2005 All persons designing, assembling, modifying, dismantling, inspecting or using a scaffold must have received appropriate training (See art. R.4323-69). All scaffolds must be assembled to a drawing with load calculations unless the configuration is described exactly by the manufacturer (See art. R.4323-70 and R.4323-71). Components must be from the same supplier and may only be used in the conditions for which they have been tested (See art. R.4323-72). Fall protection must be provided before any level of a scaffold is accessed. (See art. R.4323-70 and R.4323-71). •THE CNAMTS RECOMMENDATION R408 OF 10 JUNE 2005 This recommends that SAD guardrails should be used from a lower level that is already complete with guardrails as specified in the decree above (See art. 5.3). •ORDER OF 21 DECEMBER 2004 The chief executive of the company using the scaffold is responsible for daily and quarterly inspections of the scaffold. Similarly, he is required to carry out a suitability examination, to ascertain that the scaffolding is suitable for the works he will carry out (See art 3). In France, the standards are optional. They are therefore not mandatory. However, CNAM recommends using scaffolding compliant with current standards (R408 of 10/06/2004). The Multicrab scaffolding complies with standards NF EN 12810 and NF EN 12811, as attested to by the right to use the NF mark on the Entrepose Échafaudages product range. All standards governing scaffolding products are detailed in the Professional Guide of the Syndicat Français de l'échafaudage, du Coffrage et de L’étaiement (SFECE).
