33 PRESENTATION - TECHNICAL INFORMATION - 2023 PRESENTATION WHAT ABOUT FALL PREVENTION PROTECTION ? Collective protection must come first (reiterated by the decree dated 1 September 2004). In the event scaffolding is assembled where it is technically impossible to implement SAD safety guardrails or assembly and operating guardrails, protection against falling from a height for the personnel via Personal Protective Equipment (P.P.E.) is required. This protection can be assured only if the attaching of the fall prevention device can be carried out on the structure itself. P.P.E. VERIFICATION P.P.E. is the object of a regular allowance. They must be maintained in good compliance and exchanged in the event of degradation, deterioration or loss. They must be visually inspected every day by the user himself and some are subject to periodic inspection (for example, every year for harnesses and their system for connecting and disconnecting). These attachment points have been tested and approved by CEBTP in conditions stated by technical specifications issued by the Syndicat Français de l’Échafaudage (French scaffolding federation) and approved by specifiers (INRS, CRAMIF, OPPBTP). Only these attachment points should be used. RECOMMENDATION P.P.E. can also be implemented to protect personnel who are installing collective protection when the operating procedures do not make it possible to eliminate the risks of falling. In the event where the complexity of the structure to be scaffolded does not allow for the implementation of collective protection for the operators, in particular via assembly and operating guardrails, evaluating the risks can lead to attaching fall prevention systems on the scaffolding in compliance with the requirements formulated in this technical information (as well as those of the manufacture of the fall prevention systems used). The nodes located on a deck must not be used under any circumstance for attachning P.P.E. against falling from a height for the personnel working on this deck. When such personal protection equipment is used, a worker must never remain alone so as to be able to be rescued within a period of time that is compatible with preserving their health. The employer provides instructions on the anchor points, anchor systems and the methods for using the personal protection equipment» Article R.4323-62 : « When temporary work at a height cannot be performed from the work platform such as mentionned in Article R.4323-58 (work platform designed, installed or equipped in such a way as to preserve the health and safety of the workers), suitable work equipment is chosen in order to ensure and maintain safe working conditions.
